If the EU Commission goes ahead now and imposes
a fine on Spain for missing its budgetary targets, it will
show itself to stand for unintelligent rules applied
unintelligently.

For the EU to impose a fine of zero euros on Spain for
missing its budgetary targets would be symbolic of one
thing only: a centralised administration struggling to
control some of its member states.
